What a compliant written quote should state
A good Gold Coast pool renovation quote reads like a scope of works, not a sales note. It should state the property address, business name, ABN, QBCC licence details, measured pool size, approximate surface area, access assumptions, drain and refill responsibility, finish type, start-up instructions, inclusions, exclusions, payment stages and warranty terms.
For work over $3,300, Queensland rules become more important. QBCC guidance says most residential building work over $3,300 needs a proper written contract and may require Queensland Home Warranty Scheme cover depending on the work. Pool work is not a cash handyman job once it involves structural repair, resurfacing systems, equipment changes and a meaningful contract value.
The quote should also say what it is not doing. That might sound negative, but exclusions are how you prevent arguments. If the price excludes cracked coping, failed skimmer boxes, hidden steel corrosion, electrical upgrades or fence compliance, those words should be in the quote before you sign.

What usually gets excluded and later charged as a variation
The most common variation is surface failure that cannot be seen properly while the pool is full. Once drained, a pool may show hollow render, delamination, rust blooms, previous patching or cracks that were hidden by water glare. A fair quote will explain the inspection method and give a rate or allowance before the work starts.
The second common variation is coping and tile movement. Older pools in Burleigh Heads, Mermaid Beach and canal estates often have coping that has moved separately from the shell. You can resurface the pool without rebuilding the whole surround, but you should not bury movement under new tiles and pretend it is fixed. A realistic tile and coping repair allowance is often $1,500-$8,000 depending on how many metres are affected.
The third is equipment. A resurface job often exposes weak return fittings, cracked hydrostatic valves, leaking lights or a tired pump that cannot handle start-up filtration. Sometimes the right answer is a $350 fitting repair. Sometimes it is a $4,000 equipment upgrade. The quote should separate optional equipment from mandatory repair.
The fourth is safety compliance. Pool barrier rules apply all year, not just when you sell. Deposit limits and licence checks in plain English
In Queensland, deposit caps are not whatever the contractor feels like asking for. QBCC guidance sets the usual cap at 20% for work valued at $3,300 or less, 10% for $3,301-$19,999, and 5% for work above $20,000. That means a normal $42,000 renovation should not require a $12,000 deposit before anything happens on site.
Progress payments should also match progress. A fair renovation schedule might be deposit, drain and preparation, surface application, refill and handover. It should not ask you to pay 80% before the old surface has even been removed.
Licence checking is simple. Ask for the QBCC number, check it on the QBCC register, confirm the name and confirm the scope covers the work. If the quote includes electrical work, ask who holds the electrical licence. A pool builder can coordinate the job, but electrical connection is a licensed trade.
