Urgency triage: what the rough surface is telling you
Run your hand over the steps, floor and wall at different depths. The location matters. Roughness only at the waterline often behaves differently from roughness across the deep end floor, and a rust-coloured spot deserves more attention than a white calcium patch.

What you can safely check before calling a tradesperson
First, do a water test. High pH, high calcium hardness and high total alkalinity can leave the pool feeling gritty even when the surface underneath is not failing. A proper pool shop test or service visit is usually $0-$120 depending on whether someone attends site, and chemical correction may be all the pool needs.
Second, brush a small rough area with a nylon pool brush. If a white film lifts and the surface underneath feels smoother, the issue may be scale. If the roughness stays, if aggregate keeps shedding or if you see dark pits, it is more likely a finish problem.
Third, check whether the roughness is in one area or everywhere. Local roughness on one step can be a patch. Whole-pool roughness usually means the interior is at the end of its service life. Many pebble and quartz interiors give 10-20 years depending on water balance, shade, cleaning and original workmanship.
Do not drain the pool yourself without advice. Some Gold Coast sites, especially low-lying coastal and canal areas, can have groundwater or hydrostatic pressure risks. An empty pool is lighter than a full one, and poor draining practice can cause damage that costs far more than the surface repair.
Do not hit the surface with harsh acid because someone online suggested it. Acid can remove scale, but it can also etch an already tired surface and make the pool rougher. If chemistry is the issue, controlled treatment is better than a panic dose.
What can wait, and what should be booked this week
A pool can wait if the roughness is mild, swimmers are not being cut, water loss is normal and stains are not growing. In that case, balance the water, brush weekly, keep the filter running properly and plan resurfacing in a cooler month. Waiting 3-9 months is often fine when the issue is comfort rather than structure.
Book a same-week inspection when children are getting scratched, a rust spot has opened into a pit, the floor feels hollow, tiles are falling, or you are adding more than normal top-up water. More than 20-30 mm a day after allowing for sun, wind and splash-out deserves a leak check. The Gold Coast gets enough hot, windy days that you should compare against a bucket test rather than guess.
There are cases where you do not need us. If the pool is only a little rough at the waterline and the chemistry is wrong, a pool service technician is the right first call. If black spot algae is sitting in tiny pits but the finish is otherwise sound, chemistry and brushing may buy time. If you are selling in 2 months and the pool is safe but tired, a full resurface may not return the spend unless the buyer is already objecting.

How a resurfacing quote is built when the surface has failed
A realistic quote starts with draining, hydrostatic risk, preparation and waste. Preparation is the part cheap quotes hide. If the old surface is left loose under the new finish, the new surface can fail even if the material itself is good.
Surface area is usually the pricing base. A small plunge pool may be 45-60 m2 of interior surface. A common family concrete pool may be 70-110 m2. Larger canal-view pools, spas and benches can go well above that. At $95-$140 per m2 for many pebble systems and $120-$180 per m2 for many quartz systems, the finish alone is only one part of the total.
Then come repairs. A few rust spots might add $650-$1,800. Hollow render through steps and benches can add $3,000-$12,000. Waterline tile can be $120-$280 per linear metre depending on tile choice, demolition and coping edges. New fittings, lights and hydrostatic valves are often sensible while the pool is empty.
Finally, there is start-up. Fresh cementitious surfaces need careful water balance in the first 28 days. Poor start-up can create scale, mottling or roughness on a new surface, which is a frustrating way to waste a good renovation.
